GIMP is an acronym for GNU Image Manipulation Program. It is a freely distributed program for such tasks as photo retouching, image composition and image authoring. It has many capabilities. I can't tell if you are being sarcastic or just stupid, it's GIMP version 2.4.3 ...not windows 2.4
Even thoguh we know its not Windows 2.4.3 the title should be "GIMP 2.4.3 for Windows"
The product is called "GIMP for Windows"

It doesn't matter if it's open source or commercial. If I can download it for free and use it freely with no limits it is freeware.
Gimp qualifies, stop nitpicking.
Photoshop has even more plugins than Gimp does.
